Photographs of the center leg of the inner loop running from D Street SW to D Street NW, Mall tunnel contract no. 1. Proposed in 1956, only parts of the inner loops were completed due to opposition from residents. The completed parts include the Southwest Freeway (Interstate 395) from the 14th Street Bridge to the Southeast Freeway (Interstate 695), the Southwest Freeway from Interstate 395 past the 11th Street Bridges to Pennslyvania Avenue SE, Interstate 395 from the junction of the Southwest and Southeast Freeways to New York Avenue, and Interstate 66 from the Theodore Roosevelt Bridge to the Whitehurst Freeway.
